    Description

    I have never seen a scissors like this one in the 23 years I have been picking!  It is not made for cutting.
    It has 3 small legs it sits flat on a table top.  Has an attached cup that is not removable.
    Seems like it make have been used to form something.   Approx. 4.5" L.  VERY good condition.   Any help is appreciated.
