This is the first time I see this type of item. It was on the air intake of a older Pellet Stove system that was in a Mobile Home before the stove taken out of service.
Attached photo shows it mounted on a Breckwell P24. This photo  is for reference only.

The internal "bingo ball" is intact with no worn spots, cracks, punctures, or flat spots. It moves freely within it's encloure area.
